Dr. Ulfat Abdul-Aziz Ibrahim is a distinguished academic and administrative leader with over a decade of experience in higher education and public service in Tanzania. She holds a Ph.D. in Sociolinguistics from the University of Dodoma, where her research focused on communication in the health sector. She also holds two Master's degrees: one in Swahili Literature from the Open University of Tanzania and another in Swahili Linguistics from the State University of Zanzibar. Her academic journey began with a Bachelor's degree in Education from the Muslim University of Morogoro.
Currently serving as the Director General of the Zanzibar Library Services Board (ZLSB), Dr. Ulfat plays a key role in shaping library policy, promoting reading culture and information services in Zanzibar. She leads initiatives to improve access to information, expand library services, and integrate reading into community development and lifelong learning.

She holds a BAKITA certification as a qualified Swahili teacher for foreigners — a distinction that reflects her deep mastery of Swahili language pedagogy and her commitment to promoting Swahili as a medium of learning and scholarly discourse.
Her leadership training includes the Women's Leadership Program by Uongozi Institute, which has strengthened her strategic management and institutional leadership capabilities — capacities she brings to every initiative at ZLSB and beyond.
